Deskripsi Buku   : Buku ajar ini lahir dari sebuah kegelisahan akademik sekaligus panggilan praktis untuk memahami salah satu fondasi terpenting dalam arsitektur pembangunan Indonesia, yaitu desa. Sejak lahirnya UndangUndang Nomor 3 Tahun 2024 tentang Perubahan Kedua atas UndangUndang Nomor 6 Tahun 2014 tentang Desa, panggung pembangunan nasional telah bergeser secara dramatis, memberikan desa kewenangan dan sumber daya yang belum pernah terjadi sebelumnya. Namun, panggung megah tersebut tidak akan berarti tanpa aktor yang kompeten. Aktor itulah pemerintahan desa, dan kompetensi itulah yang kita sebut sebagai kapasitas. Kapasitas bukan sekadar kata kunci teknokratis, melainkan nyawa dari otonomi dan kesejahteraan desa. Tanpa kapasitas yang memadai, dana desa yang melimpah berisiko menjadi sumber masalah alih-alih solusi, dan kewenangan yang besar dapat berubah menjadi beban yang memberatkan. Urgensi pemahaman mendalam tentang kapasitas pemerintahan desa inilah yang mendorong penyusunan buku ini. Selama ini, diskursus mengenai desa sering kali terfokus pada aspek finansial atau politik elektoral, sementara pembahasan mengenai mesin penggerak sesungguhnya, yaitu kapasitas kelembagaan, sumber daya manusia, dan sistem tata kelola, masih terbatas. Buku ini bertujuan untuk mengisi kekosongan tersebut dengan menyajikan sebuah kerangka analisis yang komprehensif, sistematis, dan relevan dengan konteks Indonesia. Kami berupaya membedah anatomi kapasitas pemerintahan desa, mulai dari konsep dasarnya, fungsi dan perannya, hingga strategi praktis untuk peningkatannya.
